1. Purpose & Scope

Bronzeville Communications Network (“BCN”) operates as a public-interest civic information, analysis, and commentary platform.

BCN content exists to:

  • analyze publicly available governmental actions, legislation, and records;

  • document observed outcomes and conditions over time;

  • provide analytical, opinion-based, and educational commentary;

  • promote civic awareness and informed public discourse.

BCN is not a court, regulatory agency, law-enforcement body, investigative authority, or adjudicative tribunal. BCN does not issue legal, factual, or official determinations.

2. Nature of Content & Reader Interpretation

All content published on BCN — including but not limited to:

  • grades, scores, tiers, rankings, and classifications;

  • summaries, labels, and categorizations (e.g., CRITICAL, FAIL, INSUFFICIENT, POSITIVE);

  • trend analysis, comparative evaluations, commentary, datasets, and visualizations —

constitutes editorial opinion, analytical interpretation, and fair comment derived from publicly available information and disclosed methodologies.

BCN content is not presented as statements of undisputed or objective fact regarding personal character, intent, morality, legality, culpability, or criminal conduct.

No reasonable reader should interpret BCN content as asserting criminal behavior, unlawful conduct, ethical violations, or personal misconduct by any individual or entity unless such conduct is explicitly stated and supported by final, adjudicated public records.

Public officials and public figures are evaluated solely in their official or public capacity, based on documented actions, observable outcomes, and publicly available records.

BCN does not endorse, adopt, control, or guarantee conclusions drawn by readers, third parties, media outlets, or downstream users of BCN content.

These terms shall be governed by and construed under the laws of the State of Ohio, without regard to conflict-of-law principles. Any claim or dispute arising from access to or use of BCN shall be brought exclusively in state or federal courts located in the State of Ohio, and users consent to such jurisdiction and venue.

12. Use of Content; License & Restrictions

All content published on BCN — including text, grades, scores, datasets, visualizations, methodologies, labels, rankings, layouts, and design elements — is the intellectual property of Bronzeville Communications Network, unless otherwise stated.

BCN grants users a limited, revocable, non-exclusive, non-transferable license to access and view content solely for personal, informational, and non-commercial use.

Absent prior written authorization, users may not:

  • reproduce, republish, redistribute, or syndicate BCN content;

  • scrape, crawl, harvest, copy, or extract BCN data by any means;

  • create derivative works, scoring systems, or competing evaluations based on BCN outputs or methodologies;

  • use BCN content for commercial purposes, political advertising, fundraising, or advocacy campaigns;

  • train, fine-tune, or develop artificial intelligence or machine-learning models using BCN content or datasets;

  • present BCN content as official determinations, factual findings, or endorsements;

  • remove or alter context, disclaimers, or attribution.

Limited quotation for commentary or criticism may constitute fair use; systematic reproduction, contextual distortion, or commercial exploitation does not.

13. Data Licensing & Authorized Access

BCN datasets, grades, scores, methodologies, and analytical outputs may be made available only at BCN’s sole discretion under separate, written licensing agreements.

Access to BCN content does not grant any implied, oral, estoppel-based, or derivative license.

Where granted, licenses may include academic, journalistic, nonprofit, commercial, or API-based access and are subject to:

  • defined scope and duration;

  • attribution requirements;

  • restrictions on modification, redistribution, resale, and downstream use;

  • termination and audit provisions.

BCN retains all right, title, and interest in original datasets, compilations, methodologies, and derivative analytical outputs and reserves the right to revoke access at any time.

14. Copyright, DMCA Notice & Takedown Policy

All BCN content is protected by United States copyright law and applicable international treaties.

14.1 DMCA Takedown Requests

To submit a copyright infringement notice, the requesting party must provide:

  1. Identification of the copyrighted work;

  2. Identification and location of the allegedly infringing material;

  3. Contact information of the complaining party;

  4. A good-faith statement that the use is unauthorized;

  5. A statement under penalty of perjury that the information is accurate;

  6. A physical or electronic signature.

14.3 Counter-Notification

15. Reservation of Rights

All rights not expressly granted are reserved by BCN. Access to BCN content does not transfer ownership or confer any implied license beyond those explicitly stated.
